The Department of Justice of the State of San Andreas serves as the foundation of legal governance and judicial oversight within the state. Established under the Los Santos Constitution, the DOJ is tasked with upholding the rule of law, ensuring due process, and safeguarding the rights of all citizens.

The concept of separation of powers within Los Santos is complex. While the Governor of San Andreas and Mayor’s Office generally operate independently from the judiciary, significant areas of functional overlap exist. The DOJ regularly collaborates with other branches of government to maintain legal order, continuity, and consistent application of state law.

Leadership and Governance

The Department of Justice is led by the Office of the Chief Justice, the highest judicial and administrative authority within the department.

All members of the Office of the Chief Justice are appointed directly by the Senate of San Andreas. Historically, these appointments have led to significant and lasting changes in the DOJ’s structure, authority, and judicial direction.

The Justices serve as the department’s senior administrators, overseeing judicial standards, department-wide policy, and high-level rulings. The Office is led by the Chief Justice, with support from the Deputy Chief Justices.

Powers of the Office of the Chief Justice

Judicial Authority — presides over major or high-profile cases, issues binding interpretations of state law, and oversees appellate and constitutional matters.

Administrative Authority — manages court operations across all judicial divisions, ensures standardized procedures, and supervises administrative court functions.

Policy Authority — establishes departmental rules and judicial priorities, implements judicial reforms, and maintains statewide legal consistency.

Appointment Authority — recommends or approves judges, magistrates, and court officials, and oversees judicial staffing.

Disciplinary Authority — investigates allegations of judicial misconduct and enforces ethical standards, with support from the Deputy Chief Justices.

Operational Authority — supervises day-to-day court functions and coordinates responsibilities between courts and divisions.

Oversight Authority — reviews appeals, case handling, and procedural compliance; monitors judicial performance and court activity.

Policy Enforcement — enforces directives issued by the Chief Justice and maintains compliance with judicial procedures and regulations.

Judicial Officers

Judges operating under the Office of the Chief Justice preside over significant criminal and civil proceedings while supervising subordinate judicial officers when necessary. Their responsibilities include conducting hearings and trials, issuing rulings and judgments, interpreting and applying state law, and ensuring procedural compliance.

Magistrates primarily oversee lower-level judicial and administrative matters, including small claims proceedings, bench trials, administrative hearings, open-court criminal appeals, and judicial approvals and warrants. Magistrates operate primarily within the Court of Civil Equity unless otherwise assigned.

Court of Justice

The Court of Justice serves as the primary trial and appellate court of San Andreas. The court oversees a broad range of criminal and civil proceedings, including:

  • Bench trials
  • Criminal appeals
  • Civil cases
  • Warrant reviews
  • Expungement petitions

Judges assigned to this court are responsible for interpreting state law, issuing rulings, presiding over hearings, and ensuring procedural compliance throughout all judicial proceedings.

Court of Civil Equity

The Court of Civil Equity specializes in disputes where equitable remedies and fairness take precedence over strict statutory interpretation. This court commonly handles civil injunctions, property disputes, contract disagreements, and administrative matters requiring equitable relief.

Magistrates operating under this court may additionally oversee small claims court, open-court criminal appeals, bench trials, and administrative approvals and hearings. Judicial officers within this court focus on resolving disputes through balanced and equitable application of judicial principles.

Special Prosecutors

Special Prosecutors are authorized by the Department of Justice to handle sensitive, high-profile, or conflict-related criminal investigations and prosecutions. Their responsibilities may include conducting independent investigations, prosecuting major criminal offenses, assisting law enforcement with complex cases, reviewing evidence and recommending charges, and representing the State in specialized proceedings.

Special Prosecutors operate under the authority and supervision of the Office of the Chief Justice.

Following the abolition of the Department of Administration, Chief Justice Aristotle Hoale appointed Ray Lee and Johnson Long as Special Prosecutors to continue oversight and accountability efforts involving government agencies and law enforcement.

Legislative Oversight

The Department of Justice conducts legal review of proposed and existing legislation, advises lawmakers on constitutional compliance, and ensures consistent interpretation and application of state statutes throughout San Andreas.

Penal Code Oversight

The DOJ is responsible for enforcing and maintaining the San Andreas Penal Code. This includes oversight of criminal investigations, prosecution procedures, sentencing standards, and legal reforms and statutory revisions.

The department also works to ensure fairness, consistency, and due process throughout the criminal justice system.

Interagency Coordination

The Department of Justice maintains close coordination with several government agencies and institutions:

  • Mayors in the State of San Andreas — ensuring municipal compliance with state law, advising on legal and constitutional matters, and reviewing municipal legislative proposals.
  • Unified Police Department (UPD) — warrant review and approval, case referrals and prosecution coordination, evidence processing and investigative support.
  • San Andreas Legislature — drafting, reviewing, and amending state statutes; providing legal interpretation and constitutional guidance.
  • Department of Corrections — enforcement of sentencing orders, incarceration oversight, and rehabilitation coordination.
